I've took down the tank and tested sender unit and it's working but when connected it's not getting power. Could it be the reason that the engine won't start?

The fuel sender in the older models is a direct 12V-to-sender with the return voltage being displayed directly in the instrument cluster. I've haven't heard that they've changed it - but then stranger things have happened.

I still doubt they'd put a start-fault if there's no return from the fuel sender. Have you tried priming the fuel system in case there's a small leak allowing the fuel to return to the tank? That's a common problem.
