Turbo Question.

Hey all,

Ok after doing everything I can to fix the power issue I am now at the turbo. I am hoping to diagnose the issue without removing it.
There was a lot of oil in the intake pipe and I can't spin the turbine. I'm guessing bearing failure. Can these be rebuilt or am I digging into my wallet for a new one?

Update:
A closer look and it seems the previous owner has replaced the turbo with an aliexpress special. Does not surprise me as almost every other replacement part I have found was a chinese knock off.
