no.
by memory that seal was a red hearing. the filters seal on the thread anyway and it doesn't really matter if it leaks due to the outer seal.
typically its the plunger itself that leaks allowing air to be sucked in. thats crimped on and not replaceable.
also don;t forget the bottom o ring, sometimes people forget to change that when they change the filter.
i cut it off and welded a plate over it, then installed an outbought motor style primer back at the tank for priming.
