Well my handbreak doesn't work so that could be it haha, would you recommend driving with it Hanging like that?

Something has snapped on my right rear wheel ( photo attached ) I'm new too cars for the most part and would greatly appreciate some help identifying what the part is. And rough cost of the part and for a mechanic too fix aswell as if I should be driving the car long distances with this part...
