Checking further, it appears from careful reading of the manual that replacement of paper filters is required when used. So in other words, the plastic honeycomb is the filter, not paper. Still have the very weak airflow on highest fan setting.

Just bought a 2011 Navaro 2.5 diesel manual transmission. Air barely blows, so I bought two new cabin air filters figuring the filters were badly clogged. Lots of dusty roads here in Southern Costa Rica. Dropped the glove box door, accessed the filters as per YouTube video. No paper filters...
