What part do you need louder? Most of us get better stereo systems to drown out noises like failing wheel bearings, dirty fan belts and mistimed camshafts.
Ok, you want the clicker for the turn signal louder. What about a buzzer installed under the dash and connected to the lights? To be completely safe, you'd probably install two buzzers, one for each side of the car, so that there was no chance one might interfere with the other.
most cars these days use electronic turn signals so no noise. in the old cars they clicked but there was so much engine noise you never heard it anyway 
best thing is to retrain yourself to use your eyes instead of your ears.
