How do I make the turbo always on boost when on the accelerator?

How do I make the turbo whistle louder as well?????
 
There are two parts to the silencing of the turbo.

One is a series of baffles in the intake, the other is the dump pipe + cat + silencer in the exhaust. Fiddling with the exhaust may draw attention to the car from those-who-wear-blue-uniforms and you shouldn't get a huge amount of turbo sound from it anyway. Look at the intake side.

The first intake baffle is inside the airbox. In the older models this was a cylinder with holes in the wall and lived near the bottom of the air filter box. The idea is to accelerate the incoming air through a narrow gap and distort the passage so that sound is interrupted.

The second intake baffle is just outside the turbocharger in the charge air line and this one should probably stay, it removes both induction noise and smooths the airflow heading into the intercooler. You won't get a lot of turbocharger sound by removing this, but may increase the growl of the engine, especially if you remove all of the air intake piping and use a K&N pod filter or similar. To do this properly, you'll need to make a short intake pipe that the MAFS can sit in and the PCV can connect to, then fit the filter to the end of the pipe. The turbo's sound should be extremely obvious.
