So while replacing the manifold I foolishly disconnected the actuator rod from the gate. Now I can't get it back on. It looks like it should be fairly easy, but I cant extend the rod to meet the gate. I'm guessing because of the vacuum, but I don't want to just pull hoses off with out knowing if it will help.

the hose is not the issue. your fighting against the spring inside the unit. there will be a bit of pre load to keep the wastegate shut. you may need to rig up a clamp of some sort. don't forget you will need a boost gauge to check you have got the nut back in the right position.
