It depends on the country and the laws there. Motorcycles in Australia, for instance, are required to have their headlights on (have for years) and so bikes like mine don't even have a headlight switch any more. High and low beam switch, yes, but parkers and headlight are on permanently.

In order to stop that, you could put a relay in the headlight wiring to prevent power getting to the globes. To do this, you need to check what kind of globe you have - usually H4 - and cut the line going to the low beam filament (if you look at the globe's base and hold it so the pins form the letter "U", low beam is the bottom of the "U" ). A better way - than cutting the actual car's wiring loom - is to get one of those small H4 extenders from eBay and cut its wire, which allows you to remove the modification in case of local laws regarding lights. Strip the ends of the wire and put a standard spade connector on each.

So, the wiring is easy. From a bolt under the dash in the cabin, run a (black preferably) wire to a switch that you install in a convenient location on the console. Run another (black preferably) wire out through the firewall and connect it to pole 85 of a standard 12V SPST relay. Connect pole 86 to any positive source (it could be directly to the battery, but a fused source is better and ignition-on is even better still - but not the globe itself). Now, when you turn the switch on and off inside the cabin, that relay should turn on and off. All that you have to do is connect pins 30 and 87 of the relay to each of the spade connectors you put on earlier.
 
a lot of modern utes the lights are all controlled by the bcm. need to make sure that any hacking of wires is not going to cause issues with it as it controls a lot of other things.
or find someone who can reprogram the bcm. some manufactures have various functions adjustable if you have a proper scanner that can access the bcm.
