automatic gearbox

Hello all of you. New here on the forum. I work with converting cars into tractors here in Sweden. and have encountered a problem on a Navara D40 automatic transmission. the car is only allowed to go 30 km/h by law. and for it to work, it can only use 2 gears. but the 3rd gear jumps into downhills and then it goes too fast. so i'm trying to figure out a way to lock the box so it only has 1-2 gears. Is there anyone here who has knowledge of these gearboxes and can have a solution for me? switch off the D mode and only use 1-2. Thanks for the ideas

Switching off D and only going into sports mode, I think it still might shift to 3rd by itself if you're going too fast? No?

The only fixed solution I can think of might be to disable some of the solenoids in the gearbox so it physically can't shift past 1 and 2.

I'm no specialist.. these are purely my thoughts

It was my idea to find the solonoid that controls the 3-4 gear. but the box is so advanced and can bus controlled and I don't understand - so if someone could explain which part or where it sits in the box, I might succeed.

I have found this but can't understand it maybe someone here who can understand drawing better. ? excuse my bad English

I need to spend some more time on that document, wasn't too easy to find a quick solution on limiting it to 1 and 2
